Dummy question about CF source

Hi all, I'm sorry if this is a stupid question. If I download the CF source from Darwin and installed it but it doesn't work with OS X. It seems that it is just a 'lite' version or something like that. I think the CFPreferences Services and Stream Services are missing (and perhaps some more). Is that correct?
