So you mean - (1) You have somewhere in your 10.9.5 machine the “Kernel Debugger Kits”. (2) You were able to mount that dmg file. Right? I’m having problem in that, not in hooking a debugger using whatever means. There is no such requirement. I use lldb via FireWire on 10.9.5(Mavericks) to debug 10.10(Yosemite).
