It has its own values provided from the establishment of the default gateway (and maybe something else - I haven't looked at the code in a little while). So a permanent arp entry won't help, unfortunately. D'oh! Of course. I should have figured that out without having to look at code even (if you need to get a kernel dump, it's hard to trust the various pieces of the system...).
