It is possible to build xnu on 10.2.3, but the sources for the current (10.2.3) version are not yet available. You shouldn't have to revert to an older version of OS X just to compile the kernel, though. In theory, you should even be able to boot from the slightly older version of the kernel that you'd be able to build (10.2.2 is the latest sources available, if I recall correctly). Documentation on building the kernel is rather outdated -- at least the documentation on developer.apple.com.
