(it's the first link in the download list). I already had access to it via the ADC Member site but I was surprised it was not publicly visible as I was not aware of the above URL. http://developer.apple.com/sdk/ is the first result you get when you type "Kernel Debug Kit" in the search field at developer.apple.com.
