launchd underwent a rewrite for OS X 10.10, and was made a part of libxpc. I can't speak for Apple, but it sure would be nice if some more projects (especially ones like launchd which used to be open source) were re-open-sourced!

I can’t comment on either of these questions; I /use/ Darwin source, much like you guys, but I’m not involved in the decision making process.
