MAC OS X 10.9 installer does not show embedded image in welcome or conclusion html

We have been using HTML files with embedded images to show text for Welcome and Conclusion panels on installers. But it does not show the embedded image with same installer on OS X 10.9. Asking user to take an action during install

When installing Xcode or other apple applications, it is not uncommon for the installer to ask the user to close open applications and wait until the applications are finished.
