Perhaps provide the user a version of your installation pkg that does not
have those checks enabled. If the issue goes away, you've at least narrowed
down the trigger...

One of our users is reporting that the installer for one of our products

Introduction screen and the step showing the Read Me. My guess is that
Requirements and Resources are checked.
