The PackageMaker version does not match Xcode. I was able to build a pmproj with a relative path root using a command like yours with PackageMaker v2.1.1. Did you mean to say its fixed in 2.4? Does the PackageMaker version match Xcode? If I change "root" on the contents pane to an Absolute folder, then it works.
