Stupid question (with a follow-up): Why not just keep all the languages for the EULA? If your license is available as a PDF and you only need to support 10.8 (or later), it's possible to create a fake PDF that includes all the languages. Apple uses this. Sorta. The payload will be copied into place. You are then free to write a post install script to delete unneeded files. On the other hand, that’s at least as much trouble than copying the needed files.
