I looked at the Install Items directory itself and found that all its contents, which are .scptd script bundles, had had their execute bits turned off. Probably this meant that PackageMaker could not read the contents and that's why it failed. Those flags had been turned off by PackageMaker itself when I used the "Apply Recommendations" button in its "File Permissions..." dialog.
