If by this you mean can you set the option to RequireRestart after installation, then yes. You need to use the --info option to pass the path to a properly constructed Info.plist that has this key set. Alternately, you could add the key to generated plist in the resulting package built by packagemaker (assuming you're building bundle-style packages, and not flat packages).
