I have thought about doing it as follows, simply having two .mpkg files, one called "Install English" and another "Install Deutsch" and let the user choose that way. These .mpkg's can then refer to "common.pkg" and either "en.pkg" or "de.pkg" which I will hide away in a hidden folder on the CD.
