The easiest way I found was to copy the files locally then make it part of my login script. `touch` a flag file or something when the copy finishes successfully then have successive runs look for that flag file before copying. Much safer and simplier than trying to recursively copy stuff into user's home dirs.
With a little legwork, perl, and some plist forethought you could automate the hell out of a system like that.
