Every package requires a Package Identifier. Since the package identifier is used for upgrade logic, having NO package identifier can create undefined "upgrade." In Short, provide some string that identifies the package (ie com.apple.iTunes). I sent this question about a week ago, but perhaps the abundant detail I included scared people off.
