When I ran the installer on our OSX 10.2 Powerbook and got the screen to select a destination, both choices, the local hard drive, and the plugged in memory dongle were locked out and red. The main drive screen said "could not install on drive (null)" I was able to get past this point by selecting the memory key and letting the installer show an error message. Then the local hard drive turned green & I could run the installer. I am pretty sure that my installer package is OK. Is it possible that this is the bug in Installer.app itself?
