I know through PackageMaker you can use the checkbox for Root Volume Only. Is there a way in which you can find the Root Volume with a VolumeCheck script and then tell the installer that this volume is the root and disregard the other mounted volumes? I think the $1 or $ARGV[0] parameter of the VolumeCheck script may help you. IIRC, the Root volume is '/' while the other volumes are '/Volumes/Something'.
