The installer works fine on Tiger. But, on Panther the package flag isn't being correctly set for some reason; i.e., the user sees a regular folder not the application package with its icon, etc. I'm pretty sure that the package flag is not required on Mac OS X; if it's a directory with the right stuff in it to be a bundle, the Finder will show it as a package. After installation, does the application bundle contain everything it's supposed to? This email sent to site_archiver@lists.apple.com
