Localized resources and default Description.plist file

Is there some way to avoid creating an "empty" Description.plist file in the situation below? I have a .pmsp file which contains references to a "root" hierarchy of files and a "resources" hierarchy of files. In the "resources" hierarchy I have multiple .lproj folders containing a localized Description.plist file. The Description pane of the .pmsp contains empty values for Description, Title, Version and Delete Warning. When I build this package, a Description.plist file is created within the Resources directory of the .pkg and it contains empty values for the different IFPkg Keys. I can delete it manually or through a script. But not having it created would be even better in the case I'm thinking about. This email sent to site_archiver@lists.apple.com
