I would tend to believe that the wording here is not deeply connected to the real operation. For instance, in some OS versions, when you're upgrading, the main button is labeled "Update" (IIRC). With recent versions, it's labeled "Install". if there's never been a version of the package on disk then it's an install. This email sent to site_archiver@lists.apple.com
