I'm pretty much in the same situation as you. I've gone from total despair at the beginning of the week to a working installer as of yesterday. I get bit by the "relocable" setting randomly. All I can do is visually check whether the box is checked before I save. I also get hit by a random change from 755 to 775 on one of my subpackages. (The owner/group doesn't seem to change.) Fortunately, it's for a driver so the error shows up immediately as the system tries to load the driver. I wrote a postflight script to force the permissions. But my plugin works, driver unload/load seems to work, conditional installation seems to work. So the news isn't all bad. Yes, the documentation situation is very annoying.
