I've created an installation using PackageMaker (I'm running OSX 10.5.?) and have the latest version of the developer tools (as far as I know anyway). When I Build & Run it, everything in the package installs except the application itself. The application's destination is simply /Applications. On the left side, click on your package under the contents area, then click on Components on the right side. Allow relocation may be checked.
