I just reverted to the version of PackageMaker that came with Xcode 2.1 by pulling it out of the 2.1 DeveloperTools.pkg file, and now my installer builds work again. So there's definitely something fishy with the Xcode 2.2 PackageMaker. NOTE: Beware of a point of possible confusion. The PackageMaker that ships with Xcode 2.1 is version 2.0.1.
