Regarding /Library/Receipts, if you're using a FLAT format (OS Target is 10.5), you won't get the same results as with old formats. Installer.app now keeps information in a SQLite3 data base. Regarding downgrading. With distribution scripts, I guess this is done through requirements now. I haven't investigated this part of requirements yet. Regarding configurations and permissions, it might "just" be a bug in PackageMaker or a features that requires to have saved the project on disk to get it working.
