I am building a package from the command line, without using a pmdoc. I am using PackageMaker 3.0.2. The way that I deal with this is to use the PackageMaker GUI to create an installer with the settings I want (including restart.) From it, I extract the plist file that has those settings and which is known to be syntactically correct.
