Just an idea, why not have the packages install the resources compressed into the bundle, and have the app do the decompression itself? That would be too much hassle to implement at this point - we are nearly gold and this issue only affects 10.3 We have had many issues with Apple Installer which have led us to start an inhouse installer tool.
