It sounds like you are trying to use your installer plugin from your bundle style installer in the new Leopard flat installer. Unfortunately installer plugins aren't currently supported in a flat style installer. You'll most likely have to continue to use a bundle style installer. I am attempting to update a Tiger PackageMaker installation project to Leopard. It all seems to work with one exception. We have a Licensing plugin that isn't being recognized. Under Tiger, this plugin existed in /Contents/Plugins/License.bundle under the Installer.pkg directory. The *.pkg is no longer a directory in Leopard. Am adding the plugin to the leopard packagemaker using the raw edit mode, but not being recognized - doesn't show up in the editor screens as an option. Any suggestions? Should I attempt to create an old package using the leopard cmd-line? Haven't found much doc on this area.
