There is no flag to control this, the installer will always overwrite existing files if the installer has the permissions to do so. Sounds like you'll have to resort to a postflight that drops the file into place if it doesn't already exist. Remember to play nice and use the $2 (or $3) variable [1] to determine the correct destination.
