PackageMaker, on its own, for some unknown reason, set the Allow Relocation flag on the Components Tab. I did not look there earlier as it was the same .pmdoc I have been using for months and I never set the Allow Relocation flag. Searching "BundleRelocation" found only this message. Searching "Diverting" got results but there is no answer as to what causes the diversion and how to override it. I built a .mpkg to install my app. Have been doing this for years.
