meta-package created on 10.3 won't install on 10.2

I get the following error when trying to install a meta-package on 10.2 that was created (and works fine) on 10.3. "You are not allowed to install the software in the default location on the disk 'Macintosh HD.' Check with the administrator of your computer." The error occurs after the destination drive is chosen (the packages require root volume) and Continue is clicked. I am logged in as the admin user when trying to do the install.
