Is PackageMaker killing the OS during the build process?

I have a blank OS installation with only 2 additional applications installed: ScreenFlow and OsiriX. This is on a G5 Quad Mac OS X 10.5.6. The Flat Package Editor won't open and no other applications can be opened. The only solution is to restart the Mac. Is the build process corrupting the whole OS or is it a big bug in another part of the OS?
