I need to build component packages using packagemaker 3 targetted for 10.3. Is it possible to codesign these package using the codesign utility since it cant be done form within packagemaker?

If by codesigning, you mean signing an installation package or metapackage, the answer is no AFAIK. Signing packages or distributions is only supported with the xar format, not the bundle format (still AFAIK).
