If you just want to restrict the installation to the startup volume, you can go without the "<domains enable_localSystem="true"/>" line and just use: <options rootVolumeOnly="true" customize="never" allow-external-scripts="no"/> I do not guarantee this will fix the issue. You should check the <domains> tag in the distribution file. This is the screen that let's you pick between a volume (other than the startup one), the current system or the current user's folder as the "domain" for the installation.
