When I run my package (PackageMaker 3.0.1) which is configured for OS 10.5.x or above, sometimes I will get a panel in the installer dialog that asks me if I want to install this software for all users, and sometimes I do not get this panel. Can someone please tell me what the mechanism is that determines when and if this panel will be displayed? What you're describing looks like a known bug in Installer.app that sometimes display the list of volumes and sometimes does not when you have set the package to be installed on the startup volume only.
