Installer showing install in place of upgrade

As far as I know install/upgrade button depends upon the two things 1. CFBundleIdentifier 2. package name in the /Library/Receipt. These two things are correct. still I am not able to see the upgrade button. Can some one point out what may have gone wrong. I have tried creating a sample installer from scrach even on that installer I am facing the same issue. Is there any option is required to set for this that I am missing.
