FCE doesn't use Timecode tracks.
YOu're not missing anything. It's not supported in FDE

I've been working on an application that adds timecode tracks to
Quicktime files and I can't get FCE to recognize the QT tracks when
it imports the files I am creating. I'm told that they do work with
FCP. Also, I can't get FCE to import QT files created elsewhere with
known good timecode tracks.
I am a software editor and audio engineer, not a video editor; so, I
am not experiences with FCE (or FCP); although, I couldn't find
anywhere to enter a timecode offset; so, I am pretty sure the support
is lacking...
