The templates do not currently work with Xcode 4, due to a limitation in Xcode. We are working with the Xcode team to remedy the situation, but I don't have an ETA on when it will be fixed. Instead I recommend starting with one of the examples in /Developer/Examples/FxPlug/.

Is this on purpose? The docs refer to Xcode templates, but they don't show up on my "stock" (Mac App Store) Developer installation, which is at /Developer.
