If they're using ftp for the transfer, then it could be that most ftp clients won't give you the progress info, or you can't guarantee that you'll be able to get it, or something along those lines. I'm totally speculating on that, but I have this vague memory of that being a stupidly difficult thing to get out of ftp (and probably some other protocols, too). You can confirm it by checking /Library/Logs/Final Cut Server/fcsvr_stored_XXXX.log, which shows for every upload log entry progress=0 and PROGRESS = -1
I guess this is because Final Cut Server (the server) doesn't know the progress - only the client knows.
You may want to file a bug/feature request, or post to the Final Cut Server group at discussions.apple.com to see if other people have workarounds for whatever you're trying to do.
