Or you can do it programmatically as I mention above if you create the Motion document yourself. In this case, there's no way to modify one behavior and have them all get modified. But you could write an application which could allow that. Actually, that's not true. I just realized, that if you select multiple behaviors, the controls in the inspector and HUD apply to all instance you have selected.
