I asked a similar question a few weeks ago and was told that people have been asking Apple for this feature since FCPX came out. I've been working on adding data to events, but you can only do it by creating a new event each time you import the XML.
In answer to your second question... it would be great if it was possible to query FCPX for a list of events or projects and then ask it to export the XML for a particular item. But I haven't found a way of doing that yet. If someone replies with an answer then I'd love to hear about it direct or via the list!
