Motion Templates are handled as video generators. If you just drag them from the Effects Tab to the Browser they won't have any video track and therefore they don't have any usable information to export. I also think this is a missing feature or maybe a bug - who knows. Just for completeness, here's a snippet of XML that is generated from Philip's 4th scenario: Motion templates created like this won't load when the XML is opened on another machine. They will not open on the machine that created them either. Tested and failed.
