No official notice, but it seems to be available if you have a Mac developer account.
I did find the FxPlug 2 SDK. I was wondering about the new "Re-Render" API specifically -- it's mentioned in the release notes accompanying the SDK, but nowhere else.
It's in FxHostCapabilities.h. It's named the FxRenderNotificationAPI.
