Clearly you need the 4x4 matrix of the camera. Do you also need the 4x4 matrix of the layer the effect is applied to? Do you need to get the matrices of all the layers in a scene? Do you need to get the matrices for the lights in the scene? With the matrices of all of the layers and the info where the light are, a plugin can create effects around those layers which go along with the camera movement within the 3D-space of Motion.
