Is there a way to determine the size of the frame, based on the project's video format? I'm not talking about the size(s) of the input image(s), since they can be bigger or smaller than the frame. I don't know of any way to do this. There are some app-specific things you might encourage your users to do, though, that would make it easier for you to achieve your effect. In Motion, you could tell them to put their footage into a group, set the group to a fixed size, and apply the effect to the group. Of course, there's no way to guarantee that a user will actually do it that way! I'm not sure about FCP. You might have to have them precompose it in some way (such as rendering it with padding or nesting a sequence and applying a filter to the nested sequence).
