I don't know of any way to do this. There are some app-specific things you might encourage your users to do, though, that would make it easier for you to achieve your effect. In Motion, you could tell them to put their footage into a group, set the group to a fixed size, and apply the effect to the group. Of course, there's no way to guarantee that a user will actually do it that way!

Of course, be careful if you put something into a group from within Motion, because Motion doesn't report the proper field-ness of groups.
