Throwing out FCP's POA Cache file fixes the problem. In talking with other developers, I've found out that FCP doesn't handle plugins getting updated very gracefully. Apparently, if you add parameters to your plugin, and the user installs the new version, projects that had the older version applied will no longer work. In some cases, though, users told me that this was the first version they had downloaded. So I'm not sure if there's some other problem, too.
