Just pasting image data, say from photoshop for example, works only in a limited way -- I believe partly because an icns resource is made up of several images, not just one 512x512 icon. You could try installing your custom icns resource in to something else (file/folder/whatever), then using the copy/paste technique between the Get Info windows of the respective items, to get the custom icon on to the desired item?
