Other types of plugins (After Effects, FXScripts) are loaded from Library/Application Support/Final Cut Pro System Support/Plugins. FxPlugs have a different path because they are meant to be used by multiple applications, not just Final Cut. There's no secret way of preventing a particular plugin from loading, other than removing it from one of the plugin paths.
