I'm afraid that's no longer true. MoreSCF hasn't been updated in some
time and won't build properly on recent versions of Tiger.

with the underlying schema which takes some time and attention to
develop.
The System Configuration Framework is just a collection of property lists.
Nothing magic about that. If you are using Cocoa, it maps directly to
NSDictionary, NSArray, and NSString. You can manipulate it using standard
Cocoa techniques, but to write out any changes you must have privileges.
The trick is figuring out how to walk the various property lists
to find what you want. "scutil" is a command line tool for examining
and modifying the dictionary. I understand there's also a command line
version of the Network Preferences Panel that is Open Source.
Between these tools and MoreSCF, you can probably find what you need.
