IIRC that's something that the kernel can support, it's just not something that the higher-level network configuration stuff uses. The high-level software imposes a very simple architecture on the very complex infrastructure provided by the kernel, something that's not unexpected for a consumer-focused OS.

I'm curious as to your high-level goal here. This last question puts you well into the realm of implementation details, and when folks start asking questions like this I start getting nervous about long-term binary compatibility (-:
